NITI Aayog has developed a Composite Water Management Index as a useful tool to assess and further improve the performance in efficient management of water resources. The index would provide useful information for the States and also for the concerned Central Ministries/Departments enabling them to formulate and implement suitable strategies for better management of water resources. The Index has 28 key Performance Indicators (KPIs) covering irrigation status, drinking water and other water-related sectors (Annexure). It is targeted to prepare the index for States/Union Territories from the current financial year (2017-18).

Will the Minister of WATER RESOURCES, RIVER DEVELOPMENT AND GANGA REJUVENATION be pleased to state:

 

(a)  whether her Ministry along with NITI Aayog is likely to start a process to sensitise States towards preparing a Water Management Index (WMI) and if so, the details thereof;

(b) whether the State's performance is to be judged on the basis of 28 key indicators and if so, the details thereof;

(c)the time by which the said Index is likely to be made effective; and

 

(d) the other steps taken/being taken by the Government to improve the performance in efficient management of water resources in the country?

(a) to (c) NITI Aayog has developed a Composite Water Management Index as a useful tool to assess and further improve the performance in efficient management of water resources. The index would provide useful information for the States and also for the concerned Central Ministries/Departments enabling them to formulate and implement suitable strategies for better management of water resources. The Index has 28 key Performance Indicators (KPIs) covering irrigation status, drinking water and other water-related sectors (Annexure). It is targeted to prepare the index for States/Union Territories from the current financial year (2017-18).

 

(d)   The culturable Command Area (CCA) of about 72 Lakh hectares has been targeted for implementation of Command Area Development and Water Management (CADWM) works, including micro-irrigation, in 99 prioritised AIBP projects. CADWM works are being implemented on a mission mode from 2016-17 to December, 2019 through NABARD borrowing under Long Term Irrigation Fund.
